Neutral Edge Direction (NED) evaluation measure.
This is a measure used to evaluate dependency parses against a gold standard annotation.
It was developed in the The Hebrew University of Jerusalem by Roy Schwartz, Omri Abend, Roi Reichart
and Ari Rappoport.
