Pleaes pass on this report to any poeple you know in RBS who weren't there and also to those who have not moved in yet. Vaad Schunah Public Meeting Sunday 2.5.99 Around 150 people were present. Vaad member Moshe Friedman gave a brief introduction. 1) The meeting was first addressed by Menahel agaff hachinuch from the iriya. He promised that there would be classes by the beginning of December and he said that it was important for people to register their kids with the Iriya so that they can plan ahead. 2) Moshe Friedman then explained a bit more of what the Vaad does and has done and the various meetings it has held with relevant bodies. He said that the Vaad was working on a volunteer basis and anybody who could help would be welcome to. There is a suggestion box outside the Central Bet Knesset. Any safety problems should be reported to Vaad member Ofer Fireman. Misrad Hashikun will not do many things because nobody is prepared to take responsibility. Equipment has already been stolen. Ramps for strollers by stairs to come, ganim are going by the wayside until the Iriyah is willing to take over. The street signs will take a while since the Iriyah hasn't accepted responsibility. 3) Arnona In 1998 the iriya didn't get an Ishur for 25% and in 1999 they still haven't received it. The Vaad sent a letter of protest against the 25% and a reply is still awaited. The following advice was given as to what we should pay now anyway: Just to pay the water bill and you may have to be obstinate to request a split. There is also an issue of measurement of flats where the iriya may have counted more than they should. You should check your contract to see if the brutto mentioned there is less than the iriya is claiming. You can also lodge 250 shekel with the iriya and ask them to measure the flat and this is a way of putting of the gviyah. The lawyer also advised that if you don't do this then we should pay some part (he suggested 50%) in order not to affect our legal positions. He also said that a letter of gviyah must be signed by someone and a final "red" notice must come from the Rosh HaIr. The one received by people a few months ago was not legal. Adv. Yaakov Fink then addressed the main points of the legal position: He said that there is a case as far as the 25%. He would be prepared to take it on as follows: At least 100 families to join and 25% of saved money to go to lawyer. 50 shekel to start - Kollel Ma'am - and a deposit towards 25% paid, but not returnable. If it gets to court another 50 shekel per person will be required. For each 50 people that join above the 100 people, the percentage goes down 1%, not to go lower than 15%.
