The Metrics

BitTorrent is tested with nodes that don't vary much.
In Julia the neighbors of the nodes in the network are chosen based on the downloading progress.
In others words, the percent of chunks distributed influences the way neighbors are chosen.
Close neighbors are chosen when most of chunks are already distributed.
